Not much, if any effect at all. Most of the cosmic radiation is absorbed by the atmosphere. That's why the article mentions humans in space, because they will be much more vulnerable. And 2022 is in a decade of lots of planned manned space travel - to the moon and later to Mars, and possibly a booming space tourism industry.
