I think so, yes. It would be a huge investment to begin with, but I don't see why it wouldn't be possible in the future.

Perhaps with large fields of dark organisms, thereby changing the reflectivity of the surface of Mars, or colour it with other means. Large mirrors could be put into orbit to focus more sunlight. A more exotic and obviously currently impossible method would be to move Mars closer to the sun...
