I'd say that UV rays can penetrate thin curtain fabrics because what's stopping them? But I doubt they'd be a major cause of premature skin aging, unless you're pressed up against the window for hours. Different cloting materials have various SPF, but you'd be more concerned about premature aging of the face, which you're probably not going to cover up with material. If you want clothing with SPF, then you'll likely want that factor to be as high as possible.
