It is a cultural thing because it is a reference to the fact that homosexuality still hasn't been decriminilised in Iran yet. Queensland (if you like the pun, but it's actually named after queen Victoria after the state of Victoria was named after her) only decriminilised homosexual acts by consenting adults in private around 12/13 years ago and while Singapore has recently decriminalised fellatio and sodomy between consenting heterosexual adults it has not decided to decriminalise private homosexuality.
Be careful who you call nuts because half of the western population (those over 35) have spent much of their life in a world where homosexuality legally 'didn't exist'.
