By 'God Given', I'm assuming you mean hereditary.
Heredity is the major determining factor in IQ, but IQ is also influenced by environmental factors (nurture vs. nature). Here's a wikipedia article that gives a good brief description:

Hypography?

Hypography [n.]: A combination of "hyperlink" and "bibliography" - ie, a list of links to electronic documents. Comparable to discography and bibliography, but not cartography.
