I have thought about this in the past and have concluded that the Sun is surrounded by positive charged sphere of particles ejected from the Sun that are in a state of balance between 'fall back' gravitational pull and their mutual repulsion to remain in suspension around the Sun.
So if the pioneers passed through this sphere, than it could exert a pull on these satelites to create this anamoly.
