You did notice that this is not a legally binding declaration, i.e.

the Declaration was a non-binding political statement..."
Basically each nations representative voted to state their opinion on the issue. This news release is basically a statement that the U.N. could not reach a concensus and shows who voted, how they voted and who didn't vote at all.
