Well for practical purposes, probably, but I'm not sure how you justify this statement.

Many programs are in fact written this way:

1. Turn on red light.
2. Wait 30 seconds.
3. Turn on yellow light.
4. Wait 4 seconds.
5. Turn on green light.
6. Wait 30 seconds.
7. Goto 1
