I think you misunderstand. Right now, ICANN
http://en.wikipedia.org/wiki/ICANN through a partnership with the US government, directs net traffic. The UN/EU wants to shift from an American non for profit company to UN control. This is especially interesting considering ICANN is trying to privatize and cut their ties to the US government.
