Depends on the view you have. Some believe that we are born with an upper limit of chi which is continually being used and drained. Others believe that chi is obtained from the environment around us and a circulating fashion. While others believe aspects of both.
IMO, Chi is more about movement and flow than storage and volume. I may have zero energy welled up inside of me, but there is loads of energy available from all around and from many sources. Following this logic, I also disagree that chi is stored only in the kidneys. Like mass and energy, chi is everywhere in everything.
If there were a well of chi or ocean of chi "Chi Hai" or "dantien," it is said to be right around our gravitational center, about three finger widths below the belly button and 1 inch inward.
