The development of people for society is why education would be very important in Ireland, I'm sure this is the same in other countries, as no formal education leads to underdeveloped economy and society.
A Pre-Requisite for Employment is too specific to 2nd Level School, however, you could also learn to drive or do a home-study course that unaffects your current employment situation. And transfer from teacher to taught isn't too specific because you will always have a teacher with you learning any skill, I think. But even so, it's too specific in terms of the broad definition of Education.

Seeing how education is a noun, the first is not sufficient.
Number 2 will suffice, as - what is obtained from being educated (in the form of a question, Alex)
Number 3 is called either a curriculum or a syllabus.
While number 4 is technically right, I believe it missed the point of the thread.
