My cell service provider is Cingular and my phone is an older Nokia. If I buy a different phone say a Razor or other off of ebay or from a friend how do i know (or is it possible) to remove my SIM card and put it in the new phone and have it work?

If you use the same service provider with both, then switching the SIM to another phone shouldn't be a problem.
If you switch your service provider, then it might not work.
The SIM card is used to authenticate you to your GSM carrier. This means you can remove your SIM card from your cell phone and place it into another GSM phone and use it.
