It's some guy's blog, and he posted this thing he heard on IRC, which was "I will become rich and famous when I invent a way to stab someone in the face over the internet." He posted it under "How to be rich and famous, and he got 999 comments (the max for his blog system)" which are a variation on the theme:

I want to be femous! Can u hlp me? I sing good. Call me!

From apparently earnest people.

I think it's one of the first google hits for "How to be rich and famous."
