what are some non-expensive ways to purify water?

Can't say anything about grapefruit and seed extract, but we have water filters that also boil the water using solar power.

Zero cost of useage...

If I was to improvise something it would be dilute chlorine water drops and a charcoal filter. The chlorine will kill micro-organisms and the activated charcoal filter will take out the chlorine as well as flavors and odors. Coconut charcoal can make a good charcoal filter.
