and Malaria, and Pnuemonia, and probably AIDS...

Not wanting to be too morbid about it, but anything that wants to be a form of population control, would have to kill off at least 300,000 humans per day, and that will just maintain the status quo! Maintaining population figures at what it is currently, will need an Hiroshima every 12 hours...
That's why exploiting the Solar System as a means of relieving population pressure on Earth will not help at all.

The only solution is to keep it zipped!
