This makes the probability of finding 6 under a given cup less than 1 out of 6, it is 1 out of 11. With n cups remaining, the probability for the next cup, on condition that 6 hasn't already turned up, is  and increases to 1 out of 6 for the last remaining cup.
No Bill, it isn't the Gambler's Fallacy, it's conditional probability.
