Question Does anyone know anything about GNU Octave?

I'm having trouble understanding Element-by-Elements in GNU Octave for Matrices.
The exact wording of the problem I'm having difficulties on is as follows:

A = [1 4 2; 8 6 2]
-Define element-by-element, using multiple commands.
-Define all elements at once, using only one command.

Can someone help me or link me to a tutorial?
I'm using GNU Octave 3.0.1 for Linux if it makes any difference.
I've read through some articles online but I'm still not exactly sure what I'm suppose to do with the program.

OK I found out that Element-by-Element is "To perform an element by element multiply the two vectors must be exactly the same size." Now how do I do this with only one vector??
