DOE's NE Engine? Runs on hot and cold water

Hi everyone!

I was looking for this in the Technology Forum, but didn't find it: DOE's NE Engine--runs on hot and cold water. Does anyone have any more info on it other than DOE's blurb at

http://www.fe.doe.gov/news/techlines...ic_engine.html

Sorry, if it has already been covered.
