"Space transportation technology development is aimed at dramatically improving access to space.

In the near term, NASA is developing high-priority technologies for a 2nd Generation RLV that will reduce the risk of crew loss to one in 10,000 missions and lower the cost of getting to space to less than $1,000 per pound. Innovative technologies - covering all aspects of a space transportation system from airframes to propulsion to integrated vehicle health management - will be tested on the ground and in flight to demonstrate their safety and performance."
